The action plan is developed to fulfill commitments under Energy Community, organisation which aim is to extend the EU internal energy market to South East Europe and beyond on the basis of a legally binding framework, including harmonization of Ukrainian national energy legislation with EU legislation. The plan is focused on implementation of the following Directives:
- Directive 2006/32/EC on energy end-use efficiency and energy services
- Directive 2010/30/EU on the indication by labelling and standard product information of the consumption of energy and other resources by energy-related products
